To me, the government made a time machine for "advertisement".
They made it because they want something unique in their country that makes everyone come and see what it is. By this, their country will be famous and the workers will receive a lot of money. But they didn't consider about the problems and didn't take much actions to prevent the change in the future (since they're greedy).

Yeah, I think the government is a little weird with that, because you won't know what changed until the time travelers tell you what changed. So, I the time travelers just say that nothing changed, when it actually did, they would just believe it because they don't know about it.
