To show how powerful the government is in the story and what happens if one goes against the government. By showing that, readers will have better understanding in the line that mentioned from the beginning of the story saying that people became equal by the government action. On the other hand, how weak the government is, all they (the government) can do is just to kill the rebel, they cant change the people who goes against them. Its just a meaningless circulation, soon there will be another rebel but all they can do is just kill them.

It means that whoever wants to overthrow dictatorship will be brutally killed. It also shows the power and political unstability of government. There can't be rebellion if government treated people well and had cooperation between members. After the rebellion, depends on how citizens react, there will be more revolts or it will end like this.

well basically the government does not want any potential of a revolution, which is why Harrison, a strong threat, is shot on the spot and dead. This can contrast to the government we have today which is probably what the author wanted to implement.
